House Representative George Miller laid out an ambitious government funding plan in the Democratic Radio Address this week intended to buttress the technological and scientific authority of American enterprise. Dubbed the "Innovation Agenda", the proposed plan calls for doubling R&D government funding, increasing the number of college graduates trained in scientific disciplines, and achieving energy independence by 2015.
